Housing

With more than 900 units of housing planned for the development, the plan is to incorporate mixed-income options into the design. This approach will provide options to the housing market, ranging from affordable to market-rate living. Mixed-income housing increases the supply of both affordable and attainable homes in Ithaca, helping to reduce inequalities in the housing market.

Outside of New York City, Ithaca is the second most expensive city in the country to rent a one-bedroom apartment, with a median monthly rent of $2,003 as of February 2022 (Dwellsy and The Ithaca Times). This severe affordability crisis disproportionately impacts local workers and families—96.4% of renters in the city are considered rent-burdened. (Tompkins County Housing Snapshot, 2022). As a result, over 15,000 people commute into Tompkins County for work, many priced out of living in the very community they serve (U.S. Census Bureau, American Community Survey). Our proposed affordability mix—20% affordable, 40% workforce, and 40% market-rate housing—will increase access to attainable homes and help reverse this trend. By combining new construction with adaptive reuse for multifamily residences, the project will generate long-term benefits for residents and communities, while working to reduce inequities in the local housing market.

Sustainability at SouthWorks

With the City and Town’s commitment to sustainability, the SouthWorks team is investing heavily in achieving our common goals. We have hired a sustainability team and are incorporating principles of sustainable design into the project. Much of the existing infrastructure (e.g., water & sewer, fire safety systems, roads, & internet) must be replaced due to age. The team is exploring multiple renewable energy sources, such as solar, geothermal, hydrogen, battery storage, & wind. Extensive electrification & integration of a micro-grid will position the site to be Net Zero ready.

Transportation & Access

The vision for transportation at SouthWorks centers on connectivity, walkability, micro-mobility, and transit access, all designed to reduce reliance on gas-powered vehicles and ease the financial burden of car ownership. The development and design teams are collaborating with local transportation experts to ensure these modes are integrated thoughtfully into the site. SouthWorks will leverage its unique topography to become a key circulatory connector on South Hill, incorporating public transit access, safe infrastructure for bikes and scooters, the Gateway Trail linking four New York State parks, and vibrant outdoor gathering spaces. These features will support a healthier, more connected, and more sustainable way of moving through the community.

Workforce Development

SouthWorks is committed to building a local workforce by integrating training opportunities into construction through partnerships with on-site contractors and community programs, located in the SouthWorks Empowerment Center. Ascend Workforce Solutions and Livingston Associates will lead these efforts, connecting residents to union training and career pathways in construction and green energy trades. The project will support local contractors with employee recruitment, training, and retention. There is a requirement to source 75% of project labor from Tompkins County and adjacent counties, with a focus on hiring from WMBEs and SD/VOSBs. This approach strengthens the regional workforce and expands access to long-term, skilled trade careers.

Environmental Remediation

The development team advocated for cleanup to NYS DEC residential standards, not just industrial. A 4,000 page site management plan will guide continued rigor during construction, including abatement of lead, asbestos, and PCBs.
